Yes it is "Blue Print 2" by Sine of the Times (now extinct)

The program is available as "charity-ware" via the author Ash Mishra. Go to
http://www.sarofax.com and click on "newton"

Blue Print is a full-fledged project management program that will plan and
track progress, and allow you to assign levels of effort, define workdays,
distribute load, etc. etc.

Highly recommended (BP2 is MP2K only... there may be earlier version for
2.0)
